Next week the Governing Council will approve the Decree for the creation of the company Aragon Logistics Platform (APL), a company that will be wholly autonomous and will be ascribed to the Corporación Empresarial Pública de Aragon, the head society of the Business Group chaired by the Minister of Economy, Industry and Employment, Marta Gastón. The company will centralise and unify business management – economic, administrative, trade, technical, financial etc. – of businesses linked to industrial logistics and services, ordering its different business areas, optimising its resources and streamlining management. In this way, APL will group the shares that the Corporation holds in public corporations with a majority of the Regional Community. These are the Plaza, Plhus (Huesca) and Platea Gestión (Teruel) platforms and the companies Plaza Desarollos Logísticos (PDL) and Sociedad para el Desarrollo de Calamocha, as well as the shares of Expo Zaragoza Empresarial. However, APL considers the possibility of incorporating new assets in the future.
The birth of APL, whose brand was unveiled on April 5 in the Crown Room of the Pignatelli Building under the Presidency of Javier Lambán, is part of the strategy of the Executive Board to optimise the management of those companies that are part of Aragon’s public sector business and within the commitments assumed both in the Government Plan 2016-2020 and in the Strategic Plan of the Corporation for the same period. This document aims to advance and deepen the model of governance and discipline – not only financially – of the Group of public companies.
APL will become a subgroup of the Corporation focused on logistics, industrial and tertiary use. In a first phase, this will allow the development of joint commercial management, centralise decision-making and simplify the governing bodies. Likewise, the Decree that will be approved by the Governing Council will open the involvement in the Aragon Government’s logistics commitment other agents involved in the sector so that it becomes a global commitment of the Regional Community.
For this, as complementary measures to the Decree that gives rise to the APL company, its Statutes considers the future creation of an “Advisory Council for the Industrial Logistics Development of the Region of Aragon”, which will be a participatory and advisory body which will be created at the request and in dependence of the APL’s future Board of Directors and that will have its own regulations. Attached to this body would be founding partners, as announced on April 5, public and private companies linked to the logistics development, such as the Aragonese Cluster of logistics (Alía), the Zaragoza Logistics Center (ZLC), Adif, Aena , Aragón Exterior (Arex), ITAInnova, the Pilot Program of the IAF, Mercazaragoza, the Maritime Terminal of Zaragoza (TMZ), the Aeroporturia Platform of Teruel (Silver) and the Intermodal Terminal of Monzón.
It also provides for the creation of “Permanent Coordination Committees” which may participate in municipalities and territorial entities with outstanding logistical actions with the aim of strengthening institutional collaboration in the recruitment and implementation of new companies.
In the presentation act, the Aragon Logistics Platform brand was also signed, as the basis of this joint commitment, a Letter of Commitment with the integral logistic development of Aragon in which the values that have made Aragon a logistics power of southern Europe were stated. It also announces the demands that, above all in matters of infrastructures, the Government of Aragon will defend before the institutions of the State and the EU (the full text of the Charter can be consulted on the APL website).
